Why are you adding yeast to cold milk instead of heating it to activate? Why are you putting salt on top of yeast, which usually kills it? And why are you undercooking those rolls?

This is such an enriched dough, it's basically brioche for dinner. No wonder Americans are all so fat.
I was 50-50 as to whether this would just be opening a packed of ready made dough like they do in every other video. Also you should pour salt straight on to yeast, it can easily kill it, you should mix it in with the flour.
